Hospice Provider Preview Reports for the Hospice Item Set (HIS) became available through CASPER on June 1, 2017. Hospices can now see what their information looks like on CMS Hospice Compare, which went live on Aug. 16, 2017. This initiative was established as a requirement of the Hospice Quality Reporting Program established in the Affordable Care Act.
For the first time, hospice consumers have public access to important quality care and other information that will aid them in choosing a hospice provider for themselves or their loved ones.
Hospice Compare gives consumers the power to search for all Medicare-certified hospice providers based on provider name and/or service area and eventually provider quality scores from both Hospice Item Set (HIS) quality measures and Consumer Assessment of Healthcare Providers and Systems (CAHPS) Hospice Survey results.
CMS recommends hospices review their preview reports by downloading them from CASPER. Note that for now, only HIS data is available in the reports. CMS is slated to add CAHPS Hospice Survey data to the Compare report in 2018.
As consumers take advantage of increased transparency in the hospice market, now’s the time for your organization to focus on using and improving quality performance data to strengthen your business and elevate your place in the competitive landscape.
The HIS data available in the CASPER system enables hospices to identify which quality measures are strong and which measures need direct intervention for improvement. Providers can trend their quality measures scores and percentiles across multiple reporting periods, such as consecutive quarters, to monitor improvement progress.
Hospice Compare tracks seven HIS-Based quality measures:
- NQF #1641 Treatment Preferences
- NQF #1647 Beliefs and Values
- NQF #1634 Pain Screening
- NQF #1637 Pain Assessment
- NQF #1639 Dyspnea Screening
- NQF #1638 Dyspnea Treatment
- NQF #1617 Bowel Regimen
Hospice Compare reports include, among demographic data, the following:
- Number of eligible patient stays in the denominator (excluding stays less than 20)
- The hospice’s observed percent
- National rate
